Morocco’s leading port operator, Marsa Maroc, has taken a significant step in its African expansion strategy by signing a management contract with the National Port Authority of Liberia for the operation of two piers at the Port of Monrovia.
The agreement was officially signed on February 10, 2026, in Casablanca, marking Marsa Maroc’s entry into Liberia’s port management sector through its subsidiary, Marsa Maroc International Logistics. Operational rollout is scheduled to begin in the first half of 2026.
First Phase of a Strategic Concession in Monrovia
The management contract represents the first phase of a broader partnership between the Moroccan operator and Liberian authorities. In a second stage, the agreement is expected to evolve into a concession contract for the development and operation of a new multipurpose terminal at the Port of Monrovia.
Under the current framework, Marsa Maroc will oversee rehabilitation works, deploy port equipment, and provide technical expertise in bulk cargo handling to improve operational performance and efficiency. The modernization aims to strengthen throughput capacity and enhance service quality at Liberia’s main maritime gateway.
The Liberian government views this partnership as a strategic lever to boost national logistics competitiveness. The project aligns with regional corridor initiatives such as the “Liberty Corridor,” designed to connect mining resources in the region to global markets by transforming Liberian ports into competitive logistics hubs.
Marsa 2030 Strategy Accelerates African Expansion
Liberia becomes Marsa Maroc’s third site in sub-Saharan Africa, reinforcing the group’s continental footprint. Listed on the Casablanca Stock Exchange, the company manages 34 terminals across 20 ports, handling more than 60 million tons of cargo annually.
In recent years, Marsa Maroc has intensified its West and East African expansion, including operations in Benin and Djibouti. In December 2025, the group also acquired a 45% stake in Boluda Maritime Terminals in Spain, a move that strengthens its international positioning and supports future African growth.
The Liberia operation aligns with the group’s strategic roadmap, “Marsa 2030,” which focuses on supporting large-scale port projects alongside international partners. Beyond infrastructure upgrades, the Monrovia partnership signals Morocco’s growing role in shaping regional maritime logistics.
For Liberia, the collaboration marks a new phase in port modernization, aimed at improving operational continuity, upgrading infrastructure, and enhancing integration into major regional trade corridors. For Morocco, it further consolidates its position as a leading African port management actor with expanding influence across the continent.
