Morocco’s mobile telecommunications market continues to expand, reaching a new historic milestone. By the end of September 2025, the number of mobile subscribers exceeded 66.1 million, pushing the penetration rate to an unprecedented 166%, according to data released by the Directorate of Studies and Financial Forecasts (DEPF).
This record level highlights the widespread adoption of mobile services across the country, reflecting the growing reliance on mobile connectivity in everyday life.
Mobile Usage Becomes Nearly Universal
The penetration rate has shown a steady upward trend over recent years. It rose from 161.2% at the end of September 2024 and 133.5% during the same period in 2019, underscoring the rapid generalization of mobile phone usage among the Moroccan population.
Despite this record performance, the overall growth of the mobile subscriber base slowed slightly. During the first nine months of 2025, the mobile market expanded by 1.5%, compared with a stronger growth rate of 5.1% recorded over the same period in 2024, according to the DEPF’s latest economic outlook report.
Mobile Internet Continues to Strengthen
At the same time, Morocco’s mobile internet segment maintained its upward momentum. The number of active internet subscribers surpassed 43.4 million by the end of September 2025, representing a 3.1% increase over the first nine months of the year.
Although this growth was more moderate than the 6.5% increase observed during the same period in 2024, it confirms the steady consolidation of digital connectivity nationwide.
Internet Penetration Hits a Historic High
As a result, internet penetration reached a record 117.9% at the end of September 2025, compared with 112.7% one year earlier and just 74.1% in 2019.
These figures illustrate the deep and lasting integration of digital technologies into Moroccan society, reinforcing the strategic importance of telecom infrastructure in supporting economic growth and digital transformation.
