FIFA Approved: Major 2026 Rule Changes to End Time-Wasting and VAR Controversy

Implementation Date: While the 2026/27 season officially begins July 1, 2026, these rules are confirmed for the 2026 FIFA World Cup in North America this June.

1. The “5-Second Rule” for Restarts

To combat slow throw-ins and goal kicks, referees will now initiate a visible 5-second countdown using a raised hand. If the ball is not in play when the countdown ends, the following sanctions apply:

Delayed Throw-in: Possession is reversed to the opposing team.
Delayed Goal Kick: The opposition is awarded a corner kick.

2. No Double Punishment for Advantage Goals

A significant shift in Law 12 (Fouls and Misconduct): If a defender commits a foul that denies a clear goal-scoring opportunity (DOGSO) but the referee plays advantage and a goal is scored, the defender will no longer receive a yellow card. The IFAB logic is simple: the goal was not prevented, so the “punishment” has already been served.
